LIGAO CITY, ALBAY — In a decisive step toward building a more secure, digitally empowered, and efficient education system, the Schools Division Office (SDO) of Ligao City conducted the Division Training Workshop on Cybersecurity and Learning Resource Management Information System (LRMIS) on August 19, 2026, at ITO’s Private Villa, Bonga, Ligao City.
More than a training activity, the workshop served as a convergence of people, technology, and systems—equipping education personnel with the knowledge and skills necessary to protect information, maximize digital platforms, and ensure that learning resources reach schools and learners efficiently.
The activity opened discussions on one of the most pressing challenges in today’s digital education landscape: cybersecurity. John Peñaflor, Engineer II of the Department of Information and Communications Technology (DICT) Region V, led the session on cybersecurity, emphasizing the need for vigilance against common digital threats and the adoption of preventive and responsible practices in safeguarding sensitive information, accounts, devices, and online systems.
As schools and offices increasingly rely on digital platforms, the workshop also placed strong emphasis on the effective use of technology for learning resource management. Jay Bolaños, PDO-II of the Curriculum Implementation Division–Learning Resource Management Section (CID-LRMS), presented the Learning Resource Management Information System (LRMIS), highlighting its role in inventory, monitoring, reporting, and the systematic management of learning resources. The discussion underscored a fundamental principle: technology becomes meaningful when it transforms processes into services that are faster, more accurate, transparent, and responsive to the needs of schools and learners.
Supporting this digital direction, Jaypee Divinaflor, Information Technology Officer (ITO), introduced the SDO Ligao City Website and Help Desk, demonstrating how accessible digital services and responsive technical assistance can strengthen communication, address technical concerns, and bring essential information closer to education stakeholders. The workshop likewise looked beyond technology and focused on the resources that ultimately support teaching and learning. Rommel Carl R. Peralta, Education Program Supervisor for the Learning Resource Management Section (EPS-LRMS), presented updates on learning resources, providing participants with relevant information on current initiatives, policies, and developments in learning resource management.
His presentation reinforced the importance of an integrated approach—from the acquisition and management of resources to their distribution, utilization, monitoring, and accountability—ensuring that every learning resource serves its intended purpose: to support better teaching and improve learning outcomes.
Adding inspiration to the activity, Schools Division Superintendent Nympha D. Guemo emphasized the value of digital responsibility, collaboration, innovation, and efficient systems in advancing the delivery of quality education. Her message highlighted that modernization is not simply about adopting new technologies; it is about developing people and systems capable of using technology responsibly and purposefully.
The training brought together Administrative Officers, selected PDO-I personnel, and School Heads from SDO Ligao City. Their participation reflected the division’s recognition that digital transformation requires collective ownership—not only from information technology personnel, but from every education professional who handles information, systems, and learning resources.
At its core, the workshop was anchored on a simple but powerful vision: a digitally capable workforce, secure information systems, and efficiently managed learning resources working together for the benefit of every school and learner.
